Regarding: is there too much water or brine in the salt tank after a water softener regen cycle?
It may be perfectly normal to see water (or "brine") in the salt tank of your water softener, depending on
- the required salt dose for each regen cycle and thus how much water is pumped back into the brine tank at the end of a regen cycle, so that brine will be ready for the next regeneration cycle
and
- the level of salt in the brine tank; when salt is at lower levels, say half or less of the brine tank volume, then it's more - common to see water or brine above the salt.

The bypass valve on a water softener takes the device out of service.
In NORMAL or IN USE mode building water passes through the water softener and is treated or softened - thst is, calcium and magnesium ate removed from the water.
In BYPASS mode buildong water bypasses the water softener - it does not go through th e water softener and so is not treated.
During oeriodic water softener regeneration the softener does temporarily into bypass mode automatically.
You can also manually put the softener into bypass mode. You might do this temporarily, for example during repairs.
You can read about using the bypass valve in any water softener manual such as those given in the article above.
