At least some Optimus heaters are distributed in the U.S. by Comfort Zone and world-wide by other distributers. In Mexico Optimus is a water heater brand produced by Calorex, a brand owned by Grupo Industrial Saltillo, who in turn were acquired by Ariston Thermo in 2019.

That heater looks rust-damaged and may indeed be unsafe; In your second dark photo I can't make out if the burner flame is even on the burner rather than all around the pilot.

Typically these heaters fail by rusting through at the tank and then drowning the burner. Where I've seen them very widely-used across Mexico they're often installed outdoors and without adequate top venting, but remarkably serving for years; inadquate venting risks production of dangerous carbon monoxide that can fatal to people if it's indoors;

my OPINION is that it's that outdoor location, though leaving the heaters exposed to weather-damage, that also is dumping CO outside of the living space, thus reducing the hazard.

Why not ask your plumber to look more carefully at the burner when it's operating and to tell you if all that rust we see is from outdoor exposure or from a leaky failing tank.

About the heater age, I don't know, but I suspect that the heater is near end of its useful life regardless of its chronological age.

I've not found a reliable Optimus water heater age chart and am working on that question.

Your heater looks to me like its at end of life but I can't yet decode the serial number; I also note it needs further inspection; it may be unsafe; I can't see much.
